Beijing: China will optimise the rules for issuing certificates of permanent residence to foreigners and improve the information system, Xinhua news agency said.

The reform serves the nation's talent development strategy and responds to social concerns, according to a meeting of the Central Leading Group for Deepening Overall Reform, chaired by Chinese President Xi Jinping, on Monday.
